Sunrise Crossing Development Project
In March of 2022, the Madison Redevelopment Commission entered into an economic development agreement with Madison Plaza Group, LLC to revitalize the former shopping center site at Michigan Road and Clifty Drive known as the Madison Plaza.
The project will result in 155,000 square feet of new retail and restaurant space and approximately 183 housing units developed by Winterwood Incorporated. The project will be completed in three phases.
Other key features of the project include:
- Improved bike and pedestrian access
- Park amenities for the community at large
- Improvements to Michigan Road at Clifty Drive, leading to the Miles Ridge Neighborhood
- Gateway Improvements at Clifty Drive and Michigan Road
- A traffic light at Crestwood Drive, with the expansion of Crestwood to the East
- A storm water retention basin, to ensure there are no adverse impacts on Crooked Creek watershed

Project Summary: Totaling at 183 units, this new workforce housing development (AMI based rent) will include a playground, bike and pedestrian access, public art and site lighting. At this time, monthly rent will be: $770 for 1 bedroom, $910 for 2 bedroom, and $1,110 for 3 bedroom apartments. This project also includes a stormwater detention basin that will help to mitigate flooding in the Crooked Creek watershed affecting downtown Madison.
Anticipated Project Schedule: Construction will begin in late 2023 with estimated completion in fall of 2024.
Estimated Costs: $36,500,000
Funding Sources: RDC has committed to the purchase and re-sale of land, the funding of the expansion of the Blvd. and traffic light addition on Michigan Rd, and the extended sewer line in support of the overall project.

Project Summary: The Shoppes at Sunrise Crossing broke ground in July of 2022, and will be a new $55 million mixed-use development bringing in 150 new jobs to Madison. The national retailers include; Hobby Lobby, Five Below, TJ Maxx and Kohl's. Residents and visitors can tentatively expect the shopping center to be ready for the 2023 holiday season.
Anticipated Project Schedule: The Shoppes are the first phase of the Sunrise Crossing development project. The groundbreaking was July 12, 2022 and construction work has been continuous since that time. Estimated completion is for the holiday season of 2023.
Estimated Costs: $17,800,000
Funding Sources: The RDC has committed $4.1 million ( in support of both the Shoppes and Residences at Sunrise Crossing)
